The Transformation of the Human Rights Approach in the National Police

Since its creation, the Regional Metropolitan Human Rights Board (Metredh) has worked tirelessly in training, accompaniment, and transforming the human rights approach within the country’s public force and armed forces. In 2025, the Lilibeth Company and the Santander Company of the National Police have been trained at the Carlos E. Restrepo cadet school located in the municipality of La Estrella – Antioquia, this has represented a significant advance in the comprehensive training of police officers, not only in the knowledge of Human Rights, but in its effective application in the territory.

The Regional Metropolitan Human Rights Board has managed to transcend the theoretical teaching of human rights to turn them into a lifestyle. For years, Colombia’s security forces have faced challenges in building a harmonious relationship with citizens, where the balance between the fulfillment of duty and respect for human dignity is reflected in each intervention. Metredh’s intervention has been key in this process, allowing police officers to understand that their work goes beyond maintaining order: they are guarantors of the right to freedom, justice and peace, fundamental principles enshrined in the Universal Declaration of Human Rights (1948).

The training work carried out by the metropolitan table has not been limited to imparting abstract knowledge about international treaties or constitutional norms. On the contrary, it has implemented active methodologies that involve simulations, case studies and conflict resolution exercises in real scenarios. With this, police officers have learned to act under a rights-based approach, not only in critical situations, but in daily contact with citizens. This process has generated a cultural change in the police mentality, reinforcing the idea that the protection of people’s honor and dignity is the central pillar of an efficient and legitimate service.

This approach not only minimizes the use of violence in police procedures, but also improves citizen perception of the institution, generating greater trust and credibility in its actions.

The impact of Metredh on the training of these police units has not only been evidenced in the improvement of operational management, but also in the humanization of the police service. Thanks to this approach, agents have understood that security is not only based on control, but on the construction of bonds of trust with the community. This is a fundamental paradigm shift for a National Police that seeks to strengthen coexistence and citizen security, moving towards a more preventive model and closer to the people.

In conclusion, Metredh’s work has been an engine of transformation within the National Police, providing tools that not only improve the performance of agents, but also strengthen the legitimacy and social recognition of the institution. With initiatives like these, the guarantee of human rights ceases to be a discourse to become a palpable reality in each territory where the police operate. The implementation of these standards ensures that each uniformed officer not only enforces the law, but also respects and dignifies it in every action. The challenge is to maintain this path, consolidating a public force that is, above all, a guarantor of the dignity and rights of each citizen.
